2020 Annual Meeting Recap

We want to thank everyone that attend the annual meeting on January 23rd, 2020. The attendance was short of a quorum and there was no official business held. In respect to the homeowners that were in attendance along with our guest, we continued with an informational only conversation.

  • BC Community
    • Sean Dougherty was in attendance representing BC Communities. Sean is the community manager for the Enclave at Odessa.
    • Sean lead the discussion regarding how the meeting would be executed.
      • Discussed that there will be no official business conducted. The conversation would be informational only and to answer homeowner questions.
  • Representative Kevin Hensley
    • Reviewed current topics within the area.
    • Helped answer community questions
  • New Castle County Police – Community Service Unit
    • Presented crime and police call statistics for the area
    • Presented events and programs available
    • Answered community questions
  • Board Report
    • Exploring the possibilities to have another street light installed in the area of the playground
    • There are currently 180 lots developed out of 204.
      • At 184 permits (90%) the developer will need to stop until open space transfer. The developer will work with New Castle County Land Use to complete this process.
      • Once the open space is inspected and approved the developer will begin the turnover and once complete the community will then be responsible for all open space.
    • New LC model home (Jasmine) was build and in use at the corner of Bilboa and Glen Mohr Ct. The old model will be cleaned up and on the market for sale soon.
    • Discussed the proposed amendments to the community documents. The process of presenting the proposed amendments is being reviewed and then can be presented to the community for a vote.
  • Ongoing progress:
    • Farm pond renovation was completed a few months ago. There may be pending inspections and follow up work to be addressed.
    • Concrete repairs and top asphalt coat should begin this spring for Madrid Street and adjoining streets.
    • Moon Landscaping was planting new and replacing old trees according to the landscape plan.
      • They will be back in the spring to check on the progress of the trees and continue planting as needed per the landscape plan.
      • Meadow grass is to be maintained at a height of no less than 8″. It may get cut 2 or 3 times a season.
    • Contractors will continue work on open space brush removal (including by the playground), and Bio-swale repairs.
    • A community monument sign
      • Councilman Bill Bell and State Representative Hensley both agreed to provide $3000.00 each toward an entrance sign at the 2019 annual meeting.
