We want to thank everyone that was able to attend the annual meeting on January 23rd, 2019. We would like to have this opportunity to bring the community up to date with information from the annual meeting, new board member positions and other news.
- Representative Kevin Hensley
- Discussed his letter sent to the homeowners on Barcelona Street
- Made a commitment to match Councilman Bill Bell’s monetary commitment to help support the possibility of adding an entrance monument sign for the Enclave at Odessa.
- Discussed his interaction with the board of directors and the developer
- Discussed the new 301 Toll Road Project
- Helped answer community questions
- Councilman Bill Bell who was in attendance with his aide, Karen Barlow
- Presented crime stats and police call reports
- Helped to answer community questions
- New Castle County Police – Community Service Unit
- Presented crime and police call statistics for the area

- Playground was completed
- Exploring the possibilities to have another street light installed in the area of the playground
- Landscaping plan is approximately 90% complete with the recent installation of meadow grass along with tree and shrub installation per the plan.
- Concrete repairs and the top coat of asphalt have been completed on Toledo Court, one side of Barcelona Street along with adjoining streets: Cordoba Court, Valencia Court, and Ibiza Court.
- Becker Morgan is finished with the survey for perimeter monuments.
- New LC model home (Jasmine) is under construction at the corner of Bilboa Court and Glen Mohr Court
- New official community website: enclaveatodessade.com
- Ongoing progress:
- We are working with the developer, county agencies, and elected government officials on issues that become safety concerns.
- Excess ground water that is ponding and crosses sidewalk/road. This is causing slippery conditions and possible issues with existing concrete and asphalt.
- Carthage Court inter-connectivity: The plans have been completed and construction should start in February/March. This timeline is always subject to change.
- Farm pond repair project was started a couple of months ago. Progress will continue on this project once the weather allows.
- Concrete repairs and top coat of asphalt should begin this spring for Madrid Street and adjoining streets. This project does have factors that could push this timeline.
- Contractors will continue to work on open space brush removal, planting meadow grasses, and Bioswale repairs
- Community entrance monument sign
- There doesn’t seem to be a note on the plans that clearly states the community will have an entrance monument sign installed by the developer. We are working on possible options to have an entrance monument sign installed. During this process, Councilman Bill Bell and Representative Kevin Hensley have pledge funds to assist in these efforts.
- We are working with the developer, county agencies, and elected government officials on issues that become safety concerns.

- Julia Mitchell and Lisa Taylor were in attendance representing BC Communities. Julia is the community manager for the Enclave at Odessa.
- The 2019 proposed budget was handed out for review. BC Communities presented and answered questions. The budget was approved
